Municipal MOU Technical Service Agreements

Saugeen Conservation comments on applications (i.e. zoning by-law amendments, subdivisions, etc.) circulated under the Planning Act with regards to natural hazards.  All conservation authorities have been delegated commenting responsibility for natural hazards by the Ministry of Natural Resources and Forestry.

Saugeen Conservation also has Service Agreements / MOUs with most municipalities and counties in our watershed to comment on natural heritage.

Service Agreements

Saugeen Conservation has a Memorandum of Understanding with most municipalities in our watershed that details our role in the planning process. The MOU covers the expectations and services for both the individual municipality and outlines relevant review timelines and the specifics of what we will review.

The MOUs for each municipality can be found below.  If you require documents in a different format, please contact the Resources Information Technician.  

 Bruce County
  • Bruce County is responsible for Planning Act applications for all lower tier municipalities within SVCA's jurisdiction.
  • Agreements with Bruce County municipalities are not necessary.

Dufferin County

Grey County

  • Township of Chatsworth
  • Municipality of Grey Highlands
  • Town of Hanover (Interim)
  • Township of Southgate
  • Municipality of West Grey

Huron County

  • Huron County Agreement

  • Municipality of Morris-Turnberry

Wellington County

  • Wellington County Agreement
  • Town of Minto – No Agreement
  • Township of Wellington North – No Agreement

 

Category 2 Agreements

Category 2 agreements are formed if any project (e.g., water and erosion control infrastructure) that SVCA has historically partnered in the inspection and maintenance of are: owned in whole or in part by the municipality, have a license to operated held by the municipality, or cross a municipal roadway.

Town of Hanover - Hanover Dam

Township of Wellington North - Mount Forest Dam

Municipality of West Grey - Meux Creek Weir, Neustadt Creek, Neustadt Dam and Floodwall

Municipality of Brockton - Walkerton Flood Control Works

Category 3 Agreements

Category 3 agreements enable conservation authorities to continue non-mandatory programs and services that further the conservation, restoration, development, and management of natural resources.    

The SVCA Board of Directors indicated that all member municipalities participate in order for all or any Category 3 programs or services to continue.  Through motions and bylaws, all fifteen member municipalities have agreed to participate in SVCA’s Water Quality Program and associated communications offered through Category 3 Cost Apportioning Agreements.
